Robert is Land Use, Zoning, and Litigation attorney in MacElree Harvey’s West Chester office. Before joining MacElree Harvey, Bob practiced with a Montgomery County firm where he represented both businesses and individuals in land use and zoning matters. 

As a Zoning attorney, Bob has experience representing clients before municipal boards of supervisors/commissioners, planning commissions, and zoning hearing boards. Bob has successfully prosecuted and defended land use appeals in counties throughout the Commonwealth.

Ronald C. Nagle, Of Counsel in the West Chester office of MacElree Harvey, Ltd., is a member of the Firm’s Land Use and Zoning Section. Mr. Nagle advises clients on matters concerning real estate acquisition and development, eminent domain, representation of municipal and county governments, zoning hearing boards and municipal authorities, and private individuals and estates and related litigation.

Born and raised in West Chester, Mr. Nagle is a graduate of Saint Joseph’s University and the Temple University School of Law. He was admitted to the Bar of the Pennsylvania Supreme Court in November 1965. Following service with the United States Department of Justice, in the Fall of 1969, he co-founded the law firm of Buckley & Nagle, where he remained in private practice until his appointment to the Bench of the Chester County Court of Common Pleas on February 9, 2005. He was subsequently elected to a ten-year term on the Court, where he served as a trial judge until his retirement on December 31, 2018. He previously served in various capacities with the Court, including Law Clerk to the Honorable Thomas C. Gawthrop, President Judge of the Chester County Court of Common Please, the Court’s Juvenile Court Master, and its Mental Health Hearing Officer.

During his years as a practitioner, he handled a wide variety of both civil and criminal cases, eventually concentrating his practice in real estate acquisition and development, land use and zoning litigation, and municipal law, representing both private individual sand governmental entities.

He was active in various community charitable organizations, including a long-term Board Member and President (1979-1980) of Handi-Crafters, an organization founded in 1961 to provide a continuum of services to support the needs of individuals who are developmentally disabled, and was a founder and past president of the Handi-Crafters Foundation. He was a twenty-year member of the Westtown Township Zoning Hearing Board before assuming the Bench.

Judge Nagle was active in the Chester County Bar Association in various capacities: member of the Board of Directors (1979 – 1988); Executive Committee (1982-1988); Treasurer (1982-1984); Vice-President (1985); and President (1987). He co-founded the Chester County Bar Foundation in 1985 and served as its President in 1986, and in 1988-1990. He and his wife, Ann are the parents of four adult children and grandparents of fourteen grandchildren.

Prior to joining MacElree Harvey, Matthew worked as a Judicial Clerk with the Honorable Rochelle S. Friedman, Commonwealth Court of Pennsylvania in Doylestown, PA. He was also a Student Attorney at the Syracuse University College of Law Elder Law Clinic, a Legal Extern at the PA Department of State, Bureau of Professional and Occupational Affairs, and a Judicial Intern with the Honorable Renee Cohn Jubelirer, Commonwealth Court of Pennsylvania.

Matthew earned his J.D. from Syracuse University College of Law and his B.A. in Political Science and History from the University of Vermont.

Lindsay is an attorney at MacElree Harvey, Ltd. in the firm’s Land Use Department. Her practice concentrates on land use, zoning, construction litigation, mechanics’ liens, and landlord-tenant matters. Before joining MacElree Harvey, Lindsay practiced with a Malvern based firm where she represented a diverse clientele in the Courts of Common Pleas of Chester, Delaware, Montgomery, and Philadelphia Counties. In addition to having served municipal clients, Lindsay has considerable experience representing contractors, businesses, and individuals.

Prior to entering private practice, Lindsay clerked for two years for the Honorable Ronald C. Nagle of the Chester County Court of Common Pleas. During her clerkship, she worked on various complex civil litigation matters including land use and zoning appeals.

Lindsay attended law school at the Pennsylvania State Dickinson School of Law where she concentrated her coursework in land use and construction litigation. During her third year of law school, she served as an Associate Editor of the Journal of International Law. Lindsay completed her undergraduate education at the College of William and Mary, achieving a B.A. in Government.

Brian heads the firm’s Land Use and Zoning group. He represents developers, entrepreneurs, institutions, and individuals in land use and zoning matters, as well as tax assessment appeals and related litigation.

Previously, he worked in the solicitor role for a number of municipalities. As a result, he has extensive knowledge and experience in managing matters at the municipal and state government levels.

Since 2013, Brian has been consistently selected to the Pennsylvania Super Lawyers list published by Super Lawyers Magazine. Only five percent of lawyers in Pennsylvania are recognized on this annual list, which is based upon a multi-phase rating process of peer nominations and evaluations, combined with third-party research. In addition, Main Line Today magazine recognized Brian as a Top Lawyer and he was selected by his peers for inclusion in the 2020 edition of The Best Lawyers in America© in the field of Land Use and Zoning Law.

Notable Representations

  • Successfully represented a commercial developer in all phases of the development of a multi-unit office building including: 1) property acquisition/agreement of sale negotiation, due diligence, financing and settlement; 2) obtained conditional use and land development approvals for the office building; 3) worked through environmental issues with the Pennsylvania Department of Environmental Protection and the local conservation district; 4) represented the same client in the creation of an office condominium for the project.
